The 'Minguo zhengfu ge yuanhui keyuan yishang zhiyuanlu' is an exhaustive survey of civil and some military personnel within the central administration in Chongqing, including those assigned to pivotal roles in local branches. The Ministry of War, however, is missing from this survey, likely due to considerations of confidentiality during wartime. In March 1944, the Chinese central administration was composed of 6,398 officials, encompassing the ranks from keyuan to the ministerial level and effectively representing the upper echelons of the government structure. In 1944, the Executive Yuan included 11 ministries, 2 commissions, 3 administrations (署), and one board. The rank of keyuan represented the fifth echelon in the Chinese republican administration. The rank and file were categorized under four ranks. This system still applies in the current government administration in Taiwan.
